Parking Permit / Passes
Faculty/Staff Permit: available only to employees. Valid in any lot and parking deck at any time (special events excepted). Check the faculty parking fees below.
Faculty/Staff Reserved Permit: available only to employees who prefer the convenience of having a parking space available at all times. The parking permit is included in the cost of the reserved space fee. Interested persons should contact the assistant director of Parking & Transportation Services by fax, 683-3194.
Commuter Permit: available to students who do not reside in University residence facilities; valid in commuter and permiter lots; also valid in faculty/staff evening program lots after 3:45 p.m. The Commuter Permit is never valid in any residential lots. Check the commuter permit fees below.
Perimeter Permit: available to students who do not reside in University residence facilities; valid in Parking Garage C, Lot 42, Lot 43, and Lot Temp 1 only until 3:45pm. After 3:45, students with Perimeter Permits may park in faculty/staff evening program lots and commtuer lots. Check perimeter permit fees below.
Resident Permit: available to students who reside in University residence facilities. Check the residential permit fees below.
Evening Permit: available to students who only need to park on campus after 3:45 p.m.; valid in any commuter, overflow, and faculty/staff evening program lots only after 3:45 p.m. Evening permit owners must use a daily rate pass to park on campus before 3:45 p.m. Check the evening permit fees below.
Daily Rate Pass: available to any students or faculty/staff who do not own a permit. The fee is $7.00. The pass is equivalent to a commuter permit. (The owner is ultimately responsible for proper validation of the pass.)
Temporary Faculty/Staff or Student Pass: available to students, faculty, or staff members who own a valid permit.
Visitors Pass: available only to visitors of the University.
Continued Education Pass: issued by Continuing Education Department (commuter rules apply).
Extended Pass: issued to non-employees of the University.

- pass will be issued up to six months and may be renewed thereafter.
Loading Zone Pass: Issued to deans, directors or department chairs in limited numbers
Display of Permit/Pass
Transferable-hanging permits must be hung from the rear view mirror with permit number facing forward. Sticker permits may be affixed to the vehicle (by its own adhesive) on back of the rearview mirror.
Replacement
Lost or stolen permits may be replaced by paying a replacement fee of $22.00.
When a vehicle is sold or traded it must be reported to the Parking & Transportation Services Office at once or any fines accrued by that vehicle will be the responsibility of the owner/permit holder.
Refunds: Leaving the University
Leaving the University Decals may be returned for a pro-rated refund. Transferable decal or identifiable remnants of the sticker decal must be returned to the parking office.

Payment Options
Annual permits can be paid by any of the following ways:
(a) Cash - U.S currency.
(b) Check or Money Order - All payments by check or money order must be made payable to "Old Dominion University."
(c) Credit Card - MasterCard and Visa only.
(d) Monarch Plus
(d) Payroll Deduction - Only Faculty and staff who are on the ODU regular payroll are eligible for payroll deduction of parking fees. ROTC, Adjunct, Third Parties and Student Teachers do not qualify.
Payroll Deduction
Payroll deduction is another alternative for payment. Renewal/establishment process begins at end of August. Payroll deduction starts in October. There are two plans utilized for payroll deduction: Pre-Tax and Post Tax. 24 Pre-tax Salary Agreement Reduction plans are for Classified employees who are 24 pays. See Office of Finance website for more information. The 16 Post-Tax Salary Reduction Agreement is designated for Hourly Hire, Less than 24 pays status, and those who qualify for 24 pays but opt- out. Once payroll deduction has been established, it cannot be relinquished in the middle of the process. Only during renewal time may a plan be changed for those who qualify. The only exception is leaving the University Please see procedures below to stop a payroll deduction.
1. Notify the Fiscal Manager at PTS in writing that you are leaving the University.
2. Turn in decal with completed paperwork.
3. The PTS office will notify the Office of Finance to stop the deduction.
4. 24 Pre-tax Salary Agreement Reduction plans are non refundable as it is a pay-as-use plan.
5. 16 Post-Tax Salary Agreement plans may qualify for a prorated refund,
