Student decals must be displayed not later than 8 a.m. on the first day of class. Faculty/staff must display new decal by October 1.

No refund or exchange on replacement decals.

Motorcycle Parking
Motorcycles are required to display a valid motorcycle-parking decal. If you wish to park both your automobile and your motorcycle on campus, you must purchase a decal for each vehicle.

Visitors Parking
Authorized visitors may obtain a visitors' pass at the Parking & Transportation Services office during regular business hours. Authorized visitors cited for a decal violation may certify visitor status on the reverse of the citation. Only one such claim per license plate will be honored for authorized visitors.

Special Events Parking
Lot 3 is designated for special events patrons. On the day of special events, signs will be posted to lead patrons to the lot.

Off Campus Students
Contact Parking and Transportation Services (PTS) for information regarding parking for CEPS & Tidewater Consortium students. Tidewater Community College (TCC) decals are valid only at VBHEC from 8:00 a.m. to 2:00 p.m. TCC students taking classes after 2:00 p.m. may purchase a decal or a daily rate pass to park at the center.

Old Dominion University main campus and Norfolk State University decals are valid at the center during the day and evening hours.

Meter Parking
Meter parking is available in lots 1, 2, and 3. The fee is .25 per 30 minutes. Parking at metered spaces requires a payment regardless of type of decal. The intent of this rule is to insure timely turnaround of vehicles in the metered spaces.

Person With Disability
Designated disability parking spaces are identified on campus. IN ADDITION TO A VALID UNIVERSITY PARKING DECAL, vehicles parked in these designated spaces must display an appropriate license plate or other identification issued by the Commonwealth of Virginia or another state. Vehicles displaying a valid university decal and an appropriate parking for disabled identification may park in any legal space in any lot. You may park in a metered space without paying the meter fee. You may not park in reserve spaces, fire lanes, and no parking areas.
