Limited Submissions

A sponsoring agency may limit the number of proposals that an institution can submit, requiring the institution to decide which applications will be submitted for competition.  Therefore, it is critical to be aware of funding programs of interest with such limits. If you wish to submit a proposal to a program with submission limitations, please alert your chair, dean and Karen Eck in the Office of Research (keck@odu.edu)as soon as possible.  The dean typically assesses potential conflicts and related decision-making within a college; however, the Office of Research appraises submissions when researchers from two or more colleges express interest in the same program.

Below is a listing of some of the National Science Foundation (NSF) programs that have limited submission stipulations. Section 1 is a list of the proposals by month of Letter of Intent/Pre-proposal due date if these are required, or by proposal due date if there is no LOI or pre-proposal required.  Section 1 programs link to Section 2, which provides the actual due dates, limited submission information and links to the respective RFPs.

 Centers for Ocean Science Education Excellence (COSEE)

  • Organization Limit: 

    Eligible organizations include academic institutions of higher learning, located and accredited in the U.S., that award degrees in geoscience or environmental science, and U.S. oceanographic research institutions, professional societies, non-profit or not-for-profit consortia, informal science centers, museums, aquaria, and state and local education agencies.  Collaboration among three or more different types of organizations listed above is required. 

    Each COSEE Center must represent a minimum of three partners including at least one organization from each of the following sectors:  [1] ocean science research institutions; [2]  formal education institutions; and [3] informal education institutions.

     

Chemistry Research Instrumentation and Facilities: Departmental Multi-User Instrumentation  (CRIF:MU)

Doctoral Dissertation Improvement Grants in the Directorate for Biological Sciences (DDIG)

  • Proposals are due November 18, 2011; Third Friday in November, annually thereafter  
  • Limit on Number of Proposals per Organization: 1-  An organization may submit only one proposal per student in a given year. A student may receive only one DDIG award.

 Ethics Education in Science and Engineering (EESE)

  • Proposals are due March 1, 2012 and March 1, 2013
  • Organization Limit:

    Proposals may only be submitted by the following:

    ·         Only colleges and universities located and accredited in the U.S. or U.S.-based professional associations are eligible to apply to this program. Other types of organizations can be included only as non-lead collaborators or sub-awardees. In addition, accredited U.S. colleges and universities and U.S. professional associations can be non-lead collaborators or sub-awardees.

    PI Limit:

    NSF expects project teams to include persons with appropriate expertise. This might include expertise in the domain or domains of science or engineering on which the project focuses, in ethics, in educational research, and in pedagogy.

    Limit on Number of Proposals per Organization:

    An eligible organization, as defined above, may submit only one proposal as the lead organization. Organizations submitting more than one proposal as the lead organization will be notified and given one week from notification to select one proposal for consideration. If one is not selected in that time period, all of those proposals will be returned without review. There is no limit on the number of proposals under which an organization may be included as a non-lead collaborator or sub-awardee.

  Federal Cyber Service: Scholarship for Service (SFS), A Federal Cyber Service Training and Education Initiative

  • Proposals are due February 11, 2011.  No new due date is available as of June 2011.  
  • Organization Limit: Proposals may only be submitted by the following:

  • For the Scholarship Track, the proposing organization must be an accredited U.S. university or college that either (1) has been designated by the National Security Agency and the Department of Homeland Security as a Center of Academic Excellence in Information Assurance Education (CAE/IAE) or (2) has an information assurance program that meets criteria equivalent to those necessary for designation as a CAE/IAE. In the latter case, the proposal must demonstrate the program's qualifications for CAE/IAE designation. (See http://www.nsa.gov/ia/academia/caeiae.cfmfor CAE/IAE criteria.)

  • For the Capacity Building Track, the proposing organization may be either an accredited U.S. university or college or a consortium. The lead institution in a proposing consortium must either (1) have a CAE/IAE designation or (2) have an information assurance program that meets criteria equivalent to those necessary for CAE/IAE designation.  Geoscience Education (GeoEd)

  • Proposals are due October 12, 2011
  • Limit on Number of Proposals per Organization: 
  • An organization (e.g., a university or museum) may be the lead organization on only one Track 2 proposal submitted per competition.
  • Lmit on Number of Proposals per PI: 1
  • An individual may be Principal Investigator or co-Principal Investigator on only one proposal submitted per competition to the GeoEd Program, regardless of whether the proposal is submitted under Track 1 or Track 2.

 

Graduate STEM Fellows in K-12 Education (GK-12)

  • Letters of Intent (required) are due:  last posted due date April 20, 2010
  • Proposals are due: last posted due date June 3, 2010
  • Organization Limit: Proposals may only be submitted by the following:

    Academic institutions in the United States and its territories that grant masters or doctoral degrees in STEM disciplines supported by the National Science Foundation.

    PI Limit: The lead Principal Investigator (PI) must be a STEM discipline faculty member actively conducting STEM research at the lead institution.

    Faculty members whose primary research is on science education (e.g. physics education, technology education, mathematics education, engineering education, etc.) are not eligible to serve as the lead PI.

    Limit on Number of Proposals per Organization: 1 - One proposal per institution. Institutions having an active or past GK-12 project are eligible to submit a new proposal, but they must coordinate evaluation efforts of any projects located on the same campus or working with the same school districts. They must also specify the outcomes, lessons learned, best practices, and sustainability efforts of prior projects. Renewal proposals will not be accepted.

High Performance Computing System Acquisition: Towards a Petascale Computing Environment for Science and Engineering

  • Proposals are due: no date for 2012 has been released. Last due date was March 7, 2011.
  • Limit on Number of Proposals per Organization: 1
    An organization may submit only one proposal but may be a sub-awardee on other proposals responding to this solicitation.
    Collaborative projects may only be submitted as a single proposal in which a single award is being requested. The involvement of partner organizations should be supported through sub-awards administered by the submitting organization.

 Improvements in Facilities, Communications, and Equipment at Biological Field Stations and Marine Laboratories (FSML)

  • Waiting for new publication - check back in late summer / early fall 2011
  • Limit on Number of Proposals per Organization: Only one proposal may be submitted on behalf of any single facility per round of the FSML competition. This limitation does not prevent a single institution from submitting more than one proposal, as long as each proposal is submitted on behalf of a different eligible facility.

 Industry/University Cooperative Research Centers Program (I/UCRC)

  • Letter of Intent is June 26, 2011, annually thereafter.  A letter of intent is only needed when submitting a planning grant proposal for the next immediate deadline. If the planning grant proposal deadline is missed, a new letter of intent needs to be submitted.
  • Proposal is due September 26, 2011 for Planning Grant and Full Center Proposals; September 26, annually thereafter
  • Letter of Intent is due January 2, 2012; January 2, annually thereafter.  A letter of intent is only needed when submitting a planning grant proposal for the next immediate deadline. If the planning grant proposal deadline is missed, a new letter of intent needs to be submitted.
  • Proposal is due March 6, 2012; March 6, annually thereafter

 

  • Organization Limit:
  • Only U.S. academic institutions with graduate research programs may apply. Please see Section IV. Eligibility Information for details on organizational eligibility information including: research and graduate program requirements, and letter of intent, planning grant, and full center proposal requirements.
  • PI Limit:
  • The PI at any institution participating in an I/UCRC proposal must be a tenured faculty member. Waivers may be requested when petitioned for by the PI's supervisor (Chairman of the Department or the Dean). In addition, the center or site director must be the PI.
  • Planning grant awardees for establishing new centers must complete their planning grant workshops (with NSF Program Director representation) before submitting full proposals.
  • Eligibility to submit a full proposal to establish a new center is dependent upon the PI completing one of the following (this does not apply to joining established centers):
  • NSF sponsored boot camp - NSF will reimburse the center/site director for travel expenses.
  • Attendance at an NSF approved planning grant meeting - not reimbursed by NSF.
  • Limit on Number of Proposals per Organization:
  • Grantee institutions that have an active single university I/UCRC award are not eligible to apply for another single university center; however, they may apply for a multi-university center.
  • Any institution may submit multiple multi-university center proposals provided that the proposed research topics involve different disciplines and support different industries.
  • A center site may apply for a Phase II (years 6 through 10) proposal if it meets the Phase II minimum requirements specified in the solicitation as well as having satisfactorily completed the Phase I (years 1 through 5).
  • A center site may apply for a Phase III (years 11 through 15) proposal if it meets the minimum Phase III requirements specified in the solicitation as well as having satisfactorily completed the Phase II (years 6 through 10).
  • Graduated centers who have successfully completed a Phase II award within the last 10 years may apply for a Phase III award.   
  • Limit on Number of Proposals per PI: 1
  • PIs with an active award for any NSF I/UCRC research center are not eligible to apply for another Phase I award. PIs can only submit one proposal per submission period. Co-PIs can only participate in one proposal per submission period.
  • Limit on Number of Proposals per Organization:
  • Grantee institutions that have an active single university I/UCRC award are not eligible to apply for another single university center; however, they may apply for a multi-university center.
    Any institution may submit multiple multi-university center proposals provided that the proposed research topics involve different disciplines and support different industries.

 

·          Innovative Technology Experiences for Students and Teachers (ITEST)

  • Letter of Intent due (required): March 11, 2011 
  • Proposal is due: May 13, 2011
  • Limit on Number of Proposals per PI:  1
    An individual may serve as the Principal Investigator (PI) for no more than one Research, Strategies, or Scale-up proposal under this solicitation.

 

Instrument Development for Biological Research

  • Proposals are due July 29, 2011; Last Friday in July, annually thereafter
  • Limit on Number of Proposals per PI:

    There is no limit on the number of proposals that may be submitted by an investigator or institution. However, multiple submissions (including submissions to the CMI program) must be distinct. Moreover, the program seeks to diversify numbers of PI, gender, geography, etc. in each competition, so it is unlikely that multiple awards to a single PI or institution would be made.

 

Instrumentation for Materials Research - Major Instrumentation Projects (IMR-MIP)

  • Full Proposals are due TBD 
  • Limit on Number of Proposals per Organization: 1
    An institution may submit at most one IMR-MIP proposal in a given year, whether for Conceptual and Engineering Design (CED) or for Construction (CNST) 
  • Limit on Number of Proposals per PI: 1
    A PI or co-PI may submit at most one IMR-MIP proposals in a given year, whether for CED or for CNST

 

Integrative Graduate Education and Research Traineeship Program (IGERT)

  • Letter of Intent due May 1, 2012
  • Proposals due: 2012 proposal due date not released as of June 2011.  (Last due date July 1, 2011)
  • Proposals may only be submitted by the following:

    U.S. academic institutions in the United States, its territories or possessions that grant the Ph.D. degree in the sciences and engineering may submit proposals. Projects may involve more than one institution, but a single institution must accept overall management responsibility. The lead institution must grant the Ph.D. degree in at least one of the science, technology, engineering and mathematics fields supported by the National Science Foundation and at least one Ph.D. granting unit should participate in the IGERT. Non-Ph.D. granting institutions, nonacademic, and international organizations may serve as collaborating organizations.

    PI Limit:

    The PI must be on the faculty of the submitting institution.

    Limit on Number of Proposals per Organization:

    There is a limit of one (1) proposal that may be submitted by an institution either as a single institution or as a lead institution in a multi-institution proposal.

    A multi-institutional proposal is defined as one that has at least one co-PI at a different academic institution than that of the PI, a subaward to a different academic institution than that of the PI, or both.

    Limit on Number of Proposals per PI:

    Any given individual may participate as PI or co-PI in only one proposal submission. A PI or co-PI on one proposal may serve as a faculty participant on other proposals.

     

Louis Stokes Alliances for Minority Participation  (LSAMP)

  • Full Proposal Deadlines:
  • Bridge to the Doctorate (LSAMP-BD): July 28, 2011
  • LAMP Alliance; Broadening Participation Research in STEM Education; Pilot Regional LSAMP Centers of Excellence in Broadening Participation: October 7, 2011 
  • PI Limit:
  • LSAMP, LSAMP-BD, LSAMP Centers of Excellence: To promote institutional commitments to increase the quality and quantity of    underrepresented minorities in STEM disciplines at the undergraduate level, the President or Provost of the lead institution should serve as    the Principal Investigator. A full explanation should be provided for a PI designation in variance with this requirement. Co-principal    investigators from partner institutions may be designated, as appropriate, for the project.
  • Broadening Participation Research in STEM Education: Eligible PI/co-PI(s) for proposals applying for educational research or    evaluation support should be the cognizant faculty member(s) conducting or responsible for the research or evaluation project. Only LSAMP-funded institutions are eligible to submit proposals for this funding opportunity.
  • Limit on Number of Proposals Per Organization:
  • LSAMP and LSAMP-BD: Only one proposal per alliance.
  • LSAMP Centers of Excellence: Only one proposal per LSAMP institution, including participation in a collaborative proposal.
  • Broadening Participation Research in STEM Education: Only one educational research proposal will be accepted per alliance. Partner institutions must coordinate submissions of educational research proposals with their lead institution.
  • Limit on Number of Proposals per PI:

LSAMP, LSAMP-BD, LSAMP Centers of Excellence, and Broadening Participation Research in STEM Education Proposals: An individual may participate in only one proposal whether as a PI or co-PI.

 

 

Major Research Instrumentation Program (MRI) 

  • Proposals are due January 26, 2012; 4th Thursday in January, annually thereafter.
  • Limit on Number of Proposals per Organization: Three (3) as described below. To provide a balanced instrumentation award portfolio at diverse organizations, across varied research topics, and that serves to train and support a broadly inclusive science and engineering workforce across the entire Nation, the MRI program requires that an organization may submit or be included as a significantly funded [1] subawardee in no more than three MRI proposals. To promote instrumentation development, the MRI program continues to require that if an organization submits or is included as a funded subawardee/subcontractor  in three MRI proposals, at least one of the three proposals must be for instrument development.
  • Note: For the purposes of the MRI Program, proposals must be for either acquisition or development.  Please see Section II: Program Description, for information on characteristics of acquisition and development proposals.                                                                                   (1) An unfunded collaboration does not count against the submission limit.

  

Math and Science Partnership (MSP)

  • Full Proposal Deadlines for Institute Partnerships, MSP-Start Partnerships, Phase II Partnerships, RETA Projects: early July
  • Full Proposal Deadline for Targeted Partnerships: mid-October
  • PI Limit: There is no eligibility requirement for the Principal Investigator of a proposal for any of the Partnership categories. Among the team of the Principal Investigator and co-Principal Investigators, there must be:
    • at least one mathematician, scientist or engineer who is a college/university faculty member with a regular appointment in a disciplinary unit of a core partner institution of higher education and with a history of publishing in the discipline (not only education of the discipline), AND
    • at least one who is a representative from a core partner K-12 organization.
  • Limit on Number of Proposals per Organization: 
  • An institution of higher education, non-profit organization or consortia of such institutions or organizations may be the LEAD partner in only one proposal per Partnership category - Targeted, Institute, MSP-Start or Phase II.
  • Organizations may be a non-Lead partner on more than one proposal.
  • For this competition, an institution of higher education and its institutionally affiliated foundation or research foundation are considered to be the same organization.
  • A central organization that acts as fiscal agent for multiple institutions in a university system is not considered to be the same as the individual colleges and universities that are part of the system, and may act as fiscal agent for one or more proposals submitted in response to this solicitation.
  • There are no limits on the number of RETA proposals submitted by an Institution or a Principal Investigator.

 

Nanotechnology Undergraduate Education (NUE)

  • Proposals are due April 20, 2011  
  • Limit on Number of Proposals per Organization: 1
    Only one (1) proposal may be submitted by a US academic institution, College/Department of Engineering or College/Department of Engineering Technology as the lead institution with the following exception: A US academic institution may submit a second proposal as the lead institution, only if it is focused on the societal, ethical, economic and/or environmental issues relevant to nanotechnology. 
  • PI Limit
    The lead PI must hold a faculty appointment within a College/Department of Engineering or College/Department of Engineering Technology within the submitting US academic institution.
  • Limit on Number of Proposals per PI: 1
    An individual may serve as the Principal Investigator (PI) or co-Principal Investigator (co-PI) on no more than one proposal.

 

Opportunities for Enhancing Diversity in the Geosciences (OEDG)

  • Proposals are due October 5, 2011 for OEDG Planning Grant Proposals (LOI not required)
  • Letter of Intent (required) is due September 3, 2012 for Track 1 and Track 2 Proposals
  • Proposals are due October 10, 2012 for Track 1 and Track 2 Proposals 
  • Limit on Number of Proposals per Organization:
    Institutions are allowed to submit more than one Track 1 proposal.
    Institutions may submit only one (1) Track 2 proposal as either the Lead Institution of a Collaborative Proposal or the sole submitting organization.
    Institutions may participate as a non-Lead Institution for additional Collaborative Proposals submitted to Track 2.
    Institutions may obtain funding for only one Planning Grant proposal over the lifetime of this solicitation and are not eligible to submit a Planning Grant Proposal if they have received an OEDG Planning Grant through solicitation NSF 08-065.

 

Partnerships for Innovation (PFI)

  • Letter of Intent (required) is due late October
  • Full Proposal is due late December
  • Organization Limit: Proposals may only be submitted by the following:
    Accredited Degree Granting Institutions: U.S. universities and two- and four-year colleges located in the U.S., its territories, or possessions.
    At least one PFI graduated awardee must participate in the PFI proposal. See Additional Eligibility Information for the primary units of PFI partnerships and the requirements for building partnerships.
  • Limit on Number of Proposals per Organization:  Academic institutions with graduated PFI awards are limited to two proposals related to each graduated PFI award, one in each of the following capacities:
    -Submission of one proposal as the lead institution
    -Participation as a subawardee on one proposal.

  

Partnerships for International Research and Education (PIRE)

  • Preliminary Proposals (required) are due TBD
  • Full Proposals are due TBD - sometime in Summer 2011
  • The PIRE Program Dear Colleague Letter announces that the upcoming FY2011-2012 PIRE competition will focus exclusively on the NSF-wide Science, Engineering, and Education for Sustainability (SEES) investment area.  
  • Limit on Number of Preliminary Proposals: 3.  Proposals for new PIRE projects as well as proposals for the renewal of PIRE awards made in 2005 may be submitted. The limit on the number of proposals an institution may submit as lead institution applies to the  combined total of new and renewal proposals.
  • Limit on Renewals: If a substantial number of U.S. members of the proposed PIRE team, including the PI and co-PIs, have participated in a prior PIRE award, then this proposal will be considered a renewal. PIRE awards may be renewed only once.
  • Limit on Number of Full Proposals: Subject to invitation.
  • Limit on Number of Proposals per PI: An individual may participate as Senior Personnel (PI, co-PI, or other Senior Personnel - including on sub-awards or as a consultant) on at most one (1) preliminary proposal and one (1) full proposal.

 

Presidential Awards for Excellence in Science, Mathematics and Engineering Mentoring

  • No longer receiving proposals (June 2011)

 

Research Experiences for Teachers (RET) in Engineering Supplements and Sites

  • Proposals are due October 3, 2011; First Monday in October, annually thereafter 
  • Organization Limit:

    Proposals may only be submitted by the following:

    Universities and Colleges - Universities and two- and four-year colleges (including community colleges) accredited in, and having a campus located in the US, acting on behalf of their faculty members. Such organizations also are referred to as academic institutions.

    Small businesses with an active SBIR or STTR grant are eligible to apply for an RET supplement.

    PI Limit:

    A single organization may submit a maximum of three preliminary proposals as the lead institution.  A single organization may also request funding via a subaward as a funded partner organization.  In no case may an organization request funds as a lead or funded partner organization on more than five preliminary proposals. Note that this limit only applies if an organization is requesting NSF support, i.e., there is no limit on the number of proposals in which an organization may participate as an unfunded partner.  Full proposals are to be submitted only when invited by NSF.  The STC program will not provide support for more than one proposed Center from any one lead institution in this competition.

 

Science, Technology, Engineering, and Mathematics Talent Expansion Program (STEP)

Small Business Innovation Research Program Phase I Solicitation FY-2010 (SBIR)

    Only firms qualifying as a small business concern are eligible to participate in the SBIR program. 

    Proposals from joint ventures and partnerships are permitted, provided the entity created qualifies as a small business concern. Proposing firms are also encouraged to take advantage of research expertise and facilities that may be available to them at colleges, universities, national laboratories, and from other research providers. Such collaborations may include research subcontracts, consulting agreements or the employment of faculty as senior personnel and of graduate or undergraduate students as assistants by the small business.

    PI Limit: The primary employment of the Principal Investigator (PI) must be with the small business concern at the time of the award. A PI must spend a minimum of one calendar month on an SBIR Phase I project and be at least 51% employed by the small business at the time of the award.

    Limit on Number of Proposals per Organization: 2

    An organization can only submit a total of two proposals for this solicitation. If more than two proposals are submitted by a single organization, the additional proposals will be returned without review.
